Working Group for Association By-Law changes 2026

Currently, there are a few changes to the TYPO3 Association By-Laws pending. Some of these were mandated by the General Assembly 2026, and some are a result of the Governance process and are needed to codify the Units and Unit Cooperation Panel.

To allow members to participate in this process, we (as the TYPO3 Association Board) have decided to start an open Working Group tasked with drafting these by-law changes and preparing them for community review (and ultimately, putting them to a vote at the next General Assembly).

What’s in scope?

The following by-law changes were mandated by the General Assembly 2026 (protocol):

  1. Changed rules for member admissions (§10.1), based on a petition by @jens.krumm
  2. Editorial updates (§10.2), based on a petition by @jens.krumm
  3. Changes to the election procedures (§10.3), based on a petition by @jens.krumm
  4. Introducing a term limit for Association officials (§10.4), based on a petition by Adrian Zimmermann

The Rules for TYPO3 Units and Rules for the TYPO3 Unit Cooperation Panel necessitate a few more by-law changes:

  1. Establishment of Units (Unit Rules §2) and the Unit Cooperation Panel (UCP Rules §2)
  2. Representation of Unit members in the TYPO3 Association Board (UCP Rules §4.1)
  3. Clarification of separation of concerns between Board and Business Control Committee in compliance matters (Unit Rules, FAQ#29)

Where does this work take place?

The creation of the initial drafts is coordinated in the public #t3a-by-law-changes-2026 Slack channel. The scope of this channel is to coordinate work on concrete proposals for these specific by-law changes. If you are interested in contributing to this process (or just want to read along to see what’s happening), feel free to join.

Please note that the Slack channel is only the first step of many in putting these by-law changes into place. The expected artifacts of the work in the Slack channel are Pull Requests in the TYPO3 Policy Repository (where the by-laws are version-controlled), which can then be put to community review. After that, they can be put to a vote in one of the upcoming General Assemblies.

What is the timeline?

There are two General Assemblies coming up, which shape the timeline for this process:

  1. An extraordinary General Assembly is scheduled for October 29th, 2026 (invitations will be sent with due notice) with the express purpose of having Association members vote on the necessary provisions for the Unit structure and the Unit Cooperation Panel. Optionally, any additional by-law changes that are prepared by then may be voted on, as well.
  2. The next ordinary General Assembly is scheduled for April 13th, 2027. This is the hard deadline for the amendments decided on in the General Assembly 2026.
