Unfortunately TYPO3 v9.5.25 contains a regression in FileReference (Uncaught TYPO3 Exception: Class 'TYPO3\CMS\Core\Resource\GeneralUtility' not found), which has been addressed in https://review.typo3.org/c/Packages/TYPO3.CMS/+/68465, but not released yet.
TYPO3 v9.5.26 has been released to address mentioned regression, see https://typo3.org/article/typo3-9526-maintenance-release-published
