For what should the money used and what will the outcome of such network be? xing 2.0?
No, not another XING network. 
The idea behind the Trainer Network is to provide high quality training. Both the trainer and the training content should meet high quality criteria.
The trainings themselves should be offered by TYPO3 GmbH; the TYPO3 Trainer Network is the pool of accredited trainers who would like to and can conduct the trainings within this framework.
The training contents are created by the members of the TYPO3 Trainer Network and kept up to date. The resulting training material is obligatory for all TYPO3 trainings under the seal of the TYPO3 Trainer Network, but can of course be individually extended (but not shortened). The contents are minimum requirements, which are obligatory for every TYPO3 official training.
Every member of the TYPO3 Trainer Network is obliged to contribute to the further development and updating of these training contents and documents.
Currently we have the situation that there is a demand from customers for TYPO3 GmbH, but the Trainer Network is not yet ready to enter the daily business (especially because training contents are not ready yet). This budget is intended to eliminate this blocker as quickly as possible in order to meet existing demand.
The hurdle of first setting up training content and documentation was attempted on a voluntary basis in 2018, but was not successful - in particular, progress is not fast enough. We assume that after a successful market launch of a training course, the self-administration within the trainer network has to be created; however, the initial effort is too high.
The TYPO3 Trainer Network is open to all trainers who meet the quality requirements and who are willing to accept the conditions of the TYPO3 Trainer Network.

Sorry for the late response. The TYPO3 Trainer Network is open to all trainers who meet the quality requirements and who are willing to accept the conditions of the TYPO3 Trainer Network. We are thinking about mandatory “Train the Trainer” workshops as well as evaluation of the trainings (to identify good and “bad” trainers).
Trainers will gain accredition for several trainings (e.g. Trainer A is allowed to give TCCE and TCCI preparation workshops, but has not enough expertise to give the “Becoming a world class TYPO3 developer in 3 days” workshop). Also it’s possible, that a particular trainer will only give workshops in english, while another trainer will teach the same contents in hindu and italian.
The idea is to deliver contents of good quality and a pool of trainers which are able to teach this content. The GmbH can then find customers and sell the trainings, while it can find and book the most suitable trainers from this pool.
